Monitoring and Evaluation Services to Capacity Building Program for Reintegration and Social Protection

PARSA is implementing a 2-years Capacity Building Program for Reintegration and Social Protection in Kabul, Nangarhar, Balkh, Kandahar, and Herat provinces. This program is a pilot project to provide individualized support to returnees to mitigate specific challenges to reintegrating safely into Afghan society.

As part of the pilot project, PARSA will establish the PARSA Family Village (PFV), a residence for returnees. PARSA will also establish a national training institute in Kabul Marastoon (Helping hand) at the Afghan Red Crescent Society (ARCS) in order to roll-out the reintegration support to the four Marastoons in Herat, Kandahar, Balkh, and Nangarhar, and in cooperation with government entities.

TAGHEER is commissioned to undertake the third party monitoring (TPM) services to PARSA to report on the pathways for returnees with specific needs to safely and successfully reintegrate into Afghan society as a result of the psychosocial assistance and economic engagement tools provided by PARSA and partners to enable the returnees successfully reintegrate into the Afghan society.

TAGHEER as part of this long term engagement will also review the project training programs and internal case management tracking system, and will report if the program is meeting the intended outcomes or if recommendations are needed to improve the implementation strategies and approaches.
